SAP’s own FAQ says Business One is designed for small and midsize businesses. If the quote in front of you says Business One, that is the line you are being sold.
S/4HANA is a different line
SAP states that SAP S/4HANA Cloud and SAP ERP are designed for organizations of all sizes. Odoo against S/4HANA is a different exercise from this page.
One is not a smaller version of the other
SAP publishes the two as separate products, with their own feature lists, documentation and release schedules. Plan any later move between them as a new implementation.

You are a subsidiary of a group already running SAP
SAP positions Business One for a business or a subsidiary. A group standardized on SAP keeps one vendor and a familiar data model, and that standard belongs at the top of the list. Odoo can still win on scope.
You want one vendor holding the maintenance calendar
SAP publishes maintenance durations and upgrade paths per product, and sells only through partners who carry them. If your board wants a published runway and no annual version conversation, that is a fair reason to choose SAP.
The scope runs past finance and distribution
A storefront, a field service crew, a helpdesk or payroll on the same database as the ledger. SAP’s published core stops earlier, so each addition becomes an add-on with its own vendor.
You want to own the customization and the hosting
Studio for configuration, source access on Community for the rest, and Odoo Online, Odoo.sh or your own servers. If holding the code and the backups matters to your risk register, Odoo lets you choose.

List what must live in one system
Write down the processes that cannot sit outside the ERP and the countries you file in. That list, not a feature grid, separates the two.
Test both against a real process
Run one order-to-cash and one procure-to-pay case from your own data end to end, not a demo script. Record each gap as configuration, add-on or code.
Settle hosting, support and the keys
Where the database runs, who holds the backups, who applies updates and who answers at the point of failure. That moves the running cost more than the license does.
Ask for like-for-like quotes, then decide in writing
Same users, entities, gap list and hosting to both partners. You get a written recommendation, including the case for SAP Business One where it is stronger.

What actually drives the cost of either system?
The license line is rarely the one that moves. Four drivers do most of the work, and your operation decides all four of them.
Who logs in, and how many books
User count moves the number on both sides. So does every extra legal entity: a chart mapping, an intercompany rule set and a close routine each time.
What is standard, and what is not
A gap closed by configuration is cheap. An add-on brings a second vendor and upgrade cycle. Code is maintained for as long as you run it.
How much comes across
Open items and master data is a contained job. Years of history, reconciled and provable to an auditor, is a project of its own.
Who runs it after go-live
